Administrative Policy Manual
The Ramsey County Administrative Policy Manual informs and instructs county departments and employees of the minimum standards and expectations governing county work and the use of county resources.
The Ramsey County Charter requires that an Administrative Code be developed by the County Manager, which at minimum shall identify and define specific areas of accountability, delegation and reporting requirements for county departments, offices, agencies, boards and commissions, and shall enforce and maintain such administrative code after adoption by the county board.
Home Rule Charter
The Ramsey County Home Rule Charter is like the constitution for county government, spelling out its duties and responsibilities. Ramsey County is the only one of Minnesota's 87 counties to be governed by home rule - all others are governed by state laws. The Charter Commission, a 17-member body, is responsible for maintaining the charter.
